Agency History
RISE, INC. is a non-profit sheltered workshop and rehabilitation facility that was founded in 1965. First named the Community Sheltered Workshop of Steuben County, we served post-school age individuals with disabilities. Enrollment the first year was six adults with mental retardation. The workshop was located in one room in the basement of Pleasant Lake School in Pleasant Lake, IN.
Now located in our current 29,000 sq ft facility which was designed and built specifically to comply with ADA regulations, RISE currently serves over 200 clients. Services provided are Adult Day Activity, Habilitation Training, Facility Based Employment, Transportation Services and Community Employment Services including one-on-one job coaching. Most clients utilize multiple programs offered through RISE to obtain maximum skill in both daily living and employment.
Since the inception of the program in 1965 many changes have taken place. One thing has not changed, however, and that is the basic philosophy upon which the Agency was founded; to rehabilitate individuals with disabilities to their fullest potential, becoming self-sufficient and independent.

- To develop better public awareness of the challenges and abilities of persons with disabilities.
- To engage in processing, manufacturing, subcontracting and product development with the goal of training and movement into community based employment.

Funding and Accreditation

The CARF International family of organizations, including CARF, CARF Canada, and CARF-CCAC, is an independent, nonprofit accreditor of health and human services.
Through accreditation, CARF assists service providers in improving the quality of their services, demonstrating value, and meeting internationally recognized organizational and program standards.
The accreditation process applies sets of standards to service areas and business practices during an on-site survey. Accreditation is an ongoing process, signaling to the public that a service provider is committed to continuously improving services, encouraging feedback, and serving the community. Accreditation also demonstrates a provider's commitment to enhance its performance, manage its risk, and distinguish its service delivery.
Since its affiliation with CARF in 1994, RISE has obtained the highest level of accreditation during our on site surveys.
